中国是全球首个拥有较为完善的绿色金融政策体系的国家。在中国推进生态文明改革和经济社会高质量发展的进程中,绿色金融正扮演日趋重要的角色。2016年8月31日,中国人民银行、财政部、国家发展改革委、环境保护部、银监会、证监会、保监会印发了《关于构建绿色金融体系的指导意见》(以下简称“指导意见”),对我国绿色金融体系的构建做出了纲领性设计。指导意见明确了绿色金融定义,即为支持环境改善、应对气候变化和资源节约高效利用的经济活动,即对环保、节能、清洁能源、绿色交通、绿色建筑等领域的项目投融资、项目运营、风险管理等所提供的金融服务。绿色金融体系则是指通过绿色信贷、绿色债券、绿色股票指数和相关产品、绿色发展基金、绿色保险、碳金融等金融工具和相关政策支持经济向绿色化转型的制度安排。本书对2022年中国绿色金融的发展进行了全面梳理和总结。

作者简介

潘冬阳,中国人民大学应用经济学院助理教授、“碳经济”专业建设组成员,中央财经大学绿色金融国际研究院兼职研究员。伦敦大学学院(University College London, UCL)博士。主要在绿色金融、金融政策、宏观经济、可持续发展等方向开展研究。曾参与主编我国首份《地方绿色金融发展指数与评估报告》,获《人民日报》等媒体报道。微信公众号“金融与可持续发展”主理人。联系邮箱:pdy@ruc.edu.cn。

王遥 教授,博士生导师。中央财经大学绿色金融国际研究院院长,中央财经大学-北京银行双碳与金融研究中心主任,财经研究院、北京财经研究基地研究员。中国金融学会绿色金融专业委员会副秘书长,中国证券业协会绿色发展委员会顾问。剑桥大学可持续领导力研究院研究员,牛津大学史密斯企业与环境学院可持续金融项目咨询委员会专家,卢森堡证券交易所咨询顾问。2021年担任联合国开发计划署中国生物多样性金融“BIOFIN”项目首席技术顾问,曾任SDG 影响力融资研究与推广首席顾问。主要研究方向为绿色经济、可持续金融、绿色金融和气候金融。自 2006年以来,在高层次期刊上发表论文100余篇,主持承担国家社科基金重点项目等国内外课题90 余项,出版专著27 部。2019 年获《亚洲货币》年度中国卓越绿色金融大奖“杰出贡献奖”。
