本手册数据采用国际权威组织*资料，可作为相关领域工作人员进行环境监测、部门决策、制定应急预案的工具书，也可供高等院校化学、化工、环境等专业的师生参考。

针对当前和今后一段时期内环境污染事件高发的形势，《国务院关于加强环境保护重点工作的意见》（国发[2011]35号）明确提出了“建设更加高效的环境风险管理和应急救援体系”。2014年12月29日，国务院办公厅发布《国家突发环境事件应急预案》（国办函〔2014〕119号）成为新时期我国突发环境事件应对的纲领性文件。2015年4月16日，环境保护部发布《突发环境事件应急管理办法》（环境保护部令〔2015〕第34号），从风险控制、应急准备、应急处置、事后恢复等方面进一步明确了控制、减轻和消除突发环境事件的相关要求。2017年1月24日，环保部召开全国环境应急管理工作电视电话会，指出当前我国环境安全形势和环境应急管理形势严峻，呈现布局性环境风险依然突出，事件总量居高不下、类型多、发生区域广，事件诱因复杂、防控难度大，环境事件造成的社会影响大、群众关注度高，环境突发事件应急处置不清楚、不充分，环境应急管理能力有待加强等现象，迫切需要全面提高应对突发环境事件的能力和水平，坚决防范遏制重特大突发环境事件。
