张德姜(1940- ),男,中共党员,教授级高工,享受国务院特殊津贴。1963年毕业于西安石油学院炼制系炼油工程专业,一直从事配管设计工作。曾担任石油部北京设计院工艺室副主任,配管室副主任,中国石化工程建设公司(SEI)公司副总工程师。主编有《石油化工装置工艺管道安装设计手册》 《全国压力管道设计审批人员培训教材》等多部著作和行业标准。
