  节普通话的含义
一、什么是普通话
1955年10月,全国文字改革会议和现代汉语规范问题学术会议相继召开,这两次会议确定普通话为现代汉民族共同语的名称,并确定其中“普通”二字的含义是指普遍和共同的意思。1956年,国务院颁布了《关于推广普通话的指示》,从而明确了普通话的法定名称和含义。普通话就是以北京语音为标准音,以北方话为基础方言,以典范的现代白话文著作为语法规范的现代汉民族共同语。普通话既是汉民族的共同语,也是中国的国语,各民族都要积极学习和推广普通话。汉民族共同语,台湾称作“国语”,在海外的华人社区又称做“华语”。新中国成立后,为了尊重少数民族,避免“国语”引起的误解,改称“普通话”。三者只是名称不同,本质是一样的。
语音、词汇、语法是构成语言的三大基础,所以,普通话的含义也包含了语音、词汇、语法三个方面的标准。
