本书利用全国代表性的微观数据对我国新型农村社会养老保险制度的实施效果进行了系统、全面的研究，认为新农保制度设计的“保基本，广覆盖，有弹性和可持续”原则很难同时实现，为了广覆盖和可持续选择降低保障水平是符合现实的选择；低保障水平仍然对低收入人群的生活起到了改善作用，但低收入人群的低参保率使这一效应打了折扣；新农保制度设计中混合了保险和福利两个政策，实际效果并不好，并据以上结论提出了有针对性的完善建议。
