    根据原建设部《关于印发<2006年工程建设标准规范制订、修订计划(第二批)>的通知》(建标[2006]136号)的要求,本规范由中国恩菲工程技术有限公司(原中国有色工程设计研究总院)主编,会同相关设计研究院、有色金属企业和公安消防部门、院校等11家参编单位共同编制完成。
    在规范编制过程中,遵照国家基本建设的原则要求和“预防为主、防消结合”的消防方针,总结我国有色金属行业工程建设防火设计成熟经验和深刻教训,借鉴钢铁、化工、电力等相关行业的成果,吸纳国际消防标准和先进成果,并在广泛征求意见的基础上,制订本规范。
    本规范共分10章和l个附录,内容有:总则,术语,火灾危险性分类、耐火等级及防火分区,生产工艺的基本防火要求,总平面设计,安全疏散和建筑构造,消防给水、排水和灭火设施,采暖、通风、除尘和空气调节,火灾自动报警系统,电气以及附录A。
    本规范中以黑体字标志的条文为强制性条文,必须严格执行。
