扶贫是我国一直常抓不懈的工作,得到了国家领导人一贯重视。本书是一名援建干部的扶贫日记,有记录,有感动,也有理性思考。符合国家舆论政策导向,有情有感。
吴锋,1977年12月生,河南光山人,法学博士。曾在河南省光山县某镇中学任教,有检察官和政府法制工作经历,现为北京市昌平区崔村镇纪委书记。目前在洛阳市扶贫开发办公室挂职,从事扶贫工作。个人先后在《半月谈》《瞭望》《法学杂志》等报刊杂志发表论文和评论等50余篇,多篇研究报告经官方智库报送中办供领导决策参考。参著《民事诉讼检察监督论》《中国医疗警示录》《医师的权利和义务》(副主编)。

习近平总书记在2017年新年贺词中讲到:"小康路上一个都不能掉队!"讲话铿锵有力,震耳发聩。脱贫攻坚是一项系统工程,党和政府在脱贫攻坚中担负重要责任,容不得丝毫马虎和懈怠。通过脱贫攻坚工作,也暴露出体制、政策和队伍中的各种问题,这些问题并非脱贫攻坚所独有,很多都是昔日的老问题在脱贫攻坚领域中的再现。我们不仅要重点解决脱贫攻坚中出现的这些棘手问题,也要从深化行政体制改革和乡村社会治理的角度,建立长效机制,破解这些长期困扰社会发展的问题。
贫困地区困难群众的生存现状,他们的困惑与希望,同样值得我们反思。现代社会变迁已经对人民群众的思想和观念产生了深远的影响,昔日以当"贫困户为耻"发展到今天有些群众以当"贫困户为荣",面对优秀传统和道德的迷失,我们有责任重新唤醒社会对法治和善良的追求,这是一项任务艰巨而迫在眉睫的工作。当前,很多身居"庙堂"或者"象牙塔"的人并未完全了解基层党员干部的工作生活状况,也许只有身处其中才能感同身受。在脱贫攻坚中,我们派出了大量的帮扶队伍,很多帮扶干部和我们的群众一样,都属于社会中的"小人物",但是他们却是我们社会和民族发展的脊梁,需要被重视和认可。曾经说过,人民,也只有人民,才是历史的创造者。脱贫攻坚战中,开展帮扶的党员干部和困难群众必然是这场战役的主力军,冲锋在脱贫一线。能否有效激发困难群众内生发展动力、如期完成脱贫、做到不返贫,这些都与基层党员干部和困难群众息息相关,这也是我们开展扶贫工作的着力点。
"小康不小康,关键看老乡。"我们国家到2020年要实现"两个确保":确保农村贫困人口实现脱贫,确保贫困县全部脱贫摘帽,这就需要每年减贫1000多万人,可以说任务艰巨。为了完成任务,我们必须在深化精准扶贫中,不断发展贫困地区的产业基础,促进贫困地区经济发展,积极推进贫困地区的易地搬迁工作,让他们真正能搬得出、留得住、能致富,让贫困地区既要金山银山,又要保住绿水青山。开展好农村转移劳动力就业工作,对那些没有劳动能力的老弱病残人员要进行有效地兜底保障,等等,都是脱贫攻坚的"硬骨头"。总之,脱贫攻坚走的是一条不断创新的道路,道路的规划与开辟终还必须回归到"人"这个根本问题上来,脱贫攻坚中的制度困境、政策壁垒、帮扶承诺,都需要广大党员干部积极作为,回避矛盾的"辗转腾挪"和"打太极"只能延误脱贫时限,降低脱贫实效。
