毕节曾是我国西部贫困地区的典型。1988年国务院批准建立毕节“开发扶贫、生态建设”试验区。党的十八大以来，在以习近平同志为核心的党中央坚强领导下，各级党委政府和社会各界大力支持，当地广大干部群众艰苦奋斗、顽强拼搏，毕节经济社会发生巨大变化，实现了人民生活由普遍贫困到全面小康、生态环境从不断恶化到明显改善的重大跨越。
2018年7月18日，习近平总书记对毕节做出重要指示，要求确保按时打赢脱贫攻坚战，做好同2020年后乡村振兴战略的衔接，着力推动绿色发展、人力资源开发、体制机制创新，努力把毕节试验区建设成为贯彻新发展理念的示范区。
