从唐代开始，中国以中原为轴心的皇朝都依赖长江及淮河流域的米粮及其他农产品的供应，以维持中央庞大的行政人员及众多的军人。如1021 年，北宋京城汴京便有军户6.7 万户，其他户口11 万户（每户五人），再加禁军及厢军13.4 万人，加上皇室后宫、僧侣道士等，约合119 万人。他们所需的米粮大部分由江淮经大运河，转由汴河运进京城。因此汴河成为汴京的生命线，其运输量由981 年（太平兴国六年）的300 万石，增至1008 年（大中祥符元年）的700 万石（87.5 万吨）。周邦彦《汴都赋》有如下描述：
于是自淮而南，邦国之所仰，百姓之所输，金谷财货，岁时常调。舳舻相衔，千里不绝，越舲吴艚，官艘贾舶；闽讴楚语，风帆雨楫，联翩方载，钲鼓镗鎝。人安以舒，国赋应节。
每年有6000 艘漕船往来江淮与汴京运输米粮，它们还挟带一些其他货物。此外，外贸的进口和出口亦以京城为主要市场和部分出口货品的集中地。汴京的汴河因而成为货品与商旅密集的地区。由城市南部连接江淮的汴河两岸更成为重要的仓库区，而沿河大街又成为繁盛的商业区。
汴河上漕运、客运、货运与旅游繁忙，沿河形成商业区每年农历十月起，在枯水期间，汴河口便封闭，以便农闲时招农民工清理沉积在河道底的淤塞。农历二月后，便引洛水注入重开，因此，在清明节时，河上百舸争流，一派繁荣。《清明上河图》中可见漕船（纲船，浅平底，载米300 石，每30 艘编为一纲）、客船、一般货船、游船、客货船及做散活的小船（杂船）共六种。因为地理上的北高南低，加上通航季节五至十月风力微弱，运河船多没有风帆，下水（顺水）时靠水漂流，上水（逆水）时靠拉纤或以“招”“橹”推动。图中人字转轴和大量绳索或为航行的重要设施。另外，逆水航行时为减弱波浪冲击，船头专设压浪板，在船首形成凹状，使正面波浪向左右两旁分散。一艘漕船有员工二十多人，加上其他船只的员工及往来的商旅，更造就了“河市”及河桥上更为繁忙的“桥市”，成为汴京的特色。
