本皮书以“保护人民的根本利益”为宗旨,以国家“两屏三带”生态安全战略格局为依托,以构筑国家西部生态安全屏障为目标,以更新民众观念、提供决策咨询、指导工程实践、引领绿色发展为己任,将国家“两屏三带”规划西部功能区细化,进行科学规划、组织与实施,按照国家《生态文明建设目标评价考核办法》,结合生态安全屏障建设实践,科学制定了考核评价指标体系,建立了考核评价模型,对西部国家生态安全屏障安全等级指数进行评价、对资源环境承载力进行评价,对生态安全屏障建设区地质灾害风险进行评估;并给出每一生态屏障下一步建设的侧重度、难度和综合度等具体建议。跟踪研究西部国家生态安全屏障建设进展及重大生态保护修复工程成效,探索建立多元化生态补偿机制,逐步增加对森林、草原、湿地与耕地、矿产资源开发、海洋、流域和生态功能区等7个大的方面生态功能区的补偿标准。充分借鉴和汲取生态安全屏障建设的新理念、新思想、新战略,好经验、好做法、好模式。
