第一部分，朱镕基同志自1998年3月担任国务院总理后，先后在九届全国人大会议5次记者招待会上回答中外记者提问。当时，中央电视台、中央人民广播电台、中国国际广播电台和新华网进行了现场直播，世界各大媒体也做了大量报道。

一、1998年3月19日 全国人大记者会
在1998年3月19日的九届全国人大一次会议记者招待会上，大会新闻发言人曾建徽邀请新任国务院总理朱镕基和副总理李岚清、钱其琛、吴邦国、温家宝与中外记者见面，并回答记者的提问。
朱镕基总理首先向记者们介绍了各位副总理，并且对中外记者出席这个招待表示欢迎。
美国时代周刊记者：上周我曾有机会到吉林省和辽宁省去观摩了当地的村民委员会的选举，这种选举使得村民们有机会选出他们希望选出的村长，或者是把他们不喜欢的村长赶下台。您个人对于建立这样一种体制是否支持？也就是说允许所有18岁以上的中国人都能够选举不仅是他们所在地的领导人、而且也能够选举国家领导人，包括国家主席和总理。如果您赞成这种做法，您认为需要多长时间才能够实现这种制度，如果不赞成，理由是什么？
朱镕基：我知道已经有一个美国的基金组织到中国来对这种选举进行过调查，并且发表了非常肯定的意见。目前这种民主的制度不但在农村，而且也在企业中实行，例如，民主评议厂长，民主审查财政账目，一部分企业民主选举厂长等等。我认为这是非常好的一个方向。至于如何选举主席和总理，这是一个政治体制问题，要从中国的国情出发，中国不同于外国，东方不同于西方，我们有自己的选举制度。
中央电视台记者：今后五年对中国的改革和发展非常关键。您认为当前最迫切需要解决的、最富有挑战性的问题是什么？
朱镕基：对本届政府的任务，去年江泽民总书记在中国共产党第十五次全国代表大会上已经提出明确要求；刚才江泽民主席和李鹏委员长发表的讲话，又对本届政府的任务作了具体规定。如果说得具体一点，我可以把本届政府要干的几件事情概括为：一个确保、三个到位、五项改革。
一个确保，就是东南亚当前的金融危机使中国面临着严峻的挑战。我们必须确保今年中国的经济发展速度达到8％，通货膨胀率小于3％，人民币不能贬值。我们必须做到这些，因为这不但关系着中国的发展，也关系着亚洲的繁荣和稳定。我们实现这些目标的主要手段是提高国内的需求。由于我们最近几年宏观调控成功，采取了适度从紧的财政货币政策，控制了货币的发行，使通货膨胀指数降得很低，因此有可能拿出较多的财力来刺激国内需求。这个需求就是加强铁路、公路、农田水利、市政、环保等方面的基础设施建设，加强高新技术产业的建设，加强现有企业的技术改造，当然还有住房建设，因为这是中国国民经济的新增长点。
